The Brazilian constitution of 1988 states that Health is the right of all and the duty of the State. This must by guaranteed social and economic policies, reducing the risk of diseases and promoting universal and equal access to actions and services for health promotion, protection and recovery. Health should be understood as a quality of life and not only as the absence of diseases. The management of actions and services must be participative and municipalized.

Aristóteles: – There is a long path in this evolution of public health and SUS is the biggest step to guarantee the right to health.

Evolution of Public Health in Brazil

1941: 1st National Health Conference – Health defense, social welfare, protection of maternity, infancy and adolescence.

1950: 2nd National Health Conference – Occupational hygiene and safety and health prevention for workers and pregnant women

1953: The Ministry of Health was created.

1961: The National Health Code is instituted.

1963: 3rd National Health Conference - Initial proposal of health decentralization.

1967: 4th National Health Conference - Human resources necessary to the health demands of the Country.

1975: 5th National Health Conference – Elaboration of a national health policy. Implementation of the National Health System; Maternal-Infant Health Program; National Surveillance System.

1977: 6th National Health Conference – Control of endemic diseases and internalization of services.

1980: 7th National Health Conference – Implementation and development of basic health services – PrevSaúde. Extension of health actions through basic services.

1986: 8th National Health Conference – Mark of the Health Reform. Health with Right; Reformulation of the National Health System and Sectorial Financing.

1988: The Federal Constitution establishes: Health is the right to all and the duty of the State.

1990:It is governed by the Unified Health System – SUS.

1992:9th National Health Conference – Decentralizing and democratizing the knowledge. Municipalization is the way.

1996:10th National Health Conference – Developing a model of attention to health for the quality of life.

2000: 11th National Health Conference – Realizing SUS: access, quality and humanization in the attention to health with social control.

2003: 12th National Health Conference – Sérgio Arouca Conference – Health: a right to all and a duty of the State. The health we have, the SUS we want.

2007:13th National Health Conference – Health and quality of life: policy of the State and development.
