Article 7 - The public health actions and the private contracted or health plan services that make up the Unified Health System (SUS) are developed according to the guidelines established in Article 198 of the Federal Constitution, also obeying the following principles:
I – universal access to health services at all health care levels;
II – integrality of health care, understood as an articulated and continuous set of preventive and curative actions and services, individual and collective, required for each case at all complex levels of the system;
III – preservation of the independence of people in the defense of their physical and moral integrity;
IV – health care equality, without bias or privileges of any kind;
V – right to information, to assisted persons about their health;
VI – disclosure of information regarding the potential of health services and their use by the user;
VII – use of epidemiology for the establishment of priorities, the allocation of resources and programmatic orientation;
VIII – participation of the community;
IX- political-administrative decentralization, with single management in each governmental area;
X – integration at executive level of the health actions, environment and basic sanitation;
XI – combination of financial, technological, material and human resources of the State, Federal District and Municipal Union in the rendering of health care services to the population;
XII – capacity of resolution of services at all levels of health care;
XIII – organization of public services in a way to avoid duplicity of means for identical purposes.
